Saudi Arabia: your employer must sort licensed group housing by 1 February 2027

If you live in employer-provided accommodation in Saudi Arabia, a deadline coming up on 1 February 2027 could affect where you live — and whether your employer can still use some government services.

On 29 October 2026, the National Program for Developing Group Housing for Individuals — chaired by Saudi Arabia’s Ministry of Municipalities and Housing — reminded smaller establishments that the final phase of mandatory licensed group housing starts on 1 February 2027. It covers establishments with fewer than 250 workers in the targeted categories. Larger establishments were covered in earlier phases.

What it means for you, in plain terms:

  • Licensed housing only. Workers in the covered categories must be housed in accommodation that holds a group-housing licence and meets the health, technical and safety standards — not just any building your employer rents.
  • Two ways for your employer to comply. License its own accommodation building (through the Balady platform), or sign a contract with an already-licensed group-housing provider.
  • A grace period, not an open-ended delay. The time before 1 February 2027 is a corrective period for employers to fix their arrangements. After the deadline, the ministry has previously warned that non-compliance may affect access to certain government services.
  • Who is covered. The requirement applies to specified occupational categories — including workers in certain agricultural, industrial, construction and elementary occupations — not every expat in every job. If you live in a company camp or shared accommodation, ask your employer whether your housing is licensed.

One honest caveat: the 29 October announcement did not name a single fixed fine for every employer that misses the deadline, so do not believe any post quoting one. What is confirmed is the date, the under-250-worker scope, the two compliance routes, and the warning about government services.

If your accommodation looks unlicensed or unsafe, raise it with your employer first and keep a record — and check the official Balady platform for the licensing route that applies to your establishment.
