Qatar’s New Labour Law (Law No. 9 of 2026): What Every Expat Must Know

Published in July 2026, Law No. 9 of 2026 amends Qatar’s Labour Law (Law No. 14 of 2004). The NOC requirement for changing employers is formally abolished in statute — workers move subject to notice periods. Non-compete clauses of up to 2 years are allowed but enforceable only with Ministry of Labour approval. Part-time and freelance workers are excluded from the Labour Law’s scope. The minimum wage structure is reinforced: QAR 1,000 basic plus 500 housing plus 300 food. Inspectors also hold stronger enforcement powers. What it means for you: job mobility is now codified, not just practice — but read any non-compete before signing, and know that part-time or freelance work puts you in a materially different legal position.
