Oman End-of-Service Benefits & Expat Money Rights

Oman rewrote its labor law in 2023 — and most calculators never noticed. The new rule (Article 61, Royal Decree 53/2023) is a flat one month’s basic wage per year. But if your service started before 31 July 2023, the old formula applies to those years. Our calculator bifurcates the two automatically — the only one that does.

The one-minute version

  • Formula (new law): flat 1 month’s basic wage per year of service.
  • Wage basis: basic wage.
  • Cap / minimum: none in Article 61.
  • Resignation: no reduction.
  • Transition: service before 31 July 2023 uses the old tiers (15 days/yr first 3 yrs, then 1 month/yr); after, the new flat rate.
  • Coming: an SPF savings system is expected to replace employer gratuity (~2027 — date unconfirmed).

Why most Oman calculators are wrong

Pages updated after the 2023 law still show the old 15-day tiers — some even label them “per Royal Decree 53/2023,” which is confidently wrong. Others hard-code the old tiers into Excel templates. The new law is simpler and more generous for long-serving workers: one full month per year, flat. If your service straddles 31 July 2023, you need both formulas — which is exactly what our tool computes.

Frequently asked questions

How is Oman end-of-service benefit calculated under the new law?

Under Article 61 of Royal Decree 53/2023: a flat one month’s basic wage per year of service, no tiers, no cap, no minimum service in the article. Service before 31 July 2023 falls under the old formula (15 days per year for the first 3 years, then one month per year).

What if my Oman service spans the old and new law?

It is bifurcated: service up to 31 July 2023 accrues under the old formula, service from 1 August 2023 under the new flat one-month-per-year rule. The calculator on this site handles the split automatically.

Does resigning reduce Oman end-of-service benefits?

No. Article 61 has no resignation reduction tiers — unlike Saudi Arabia and Kuwait. Only summary dismissal for gross misconduct forfeits the benefit.

What is Oman’s coming savings system?

The Social Protection Law provides for a savings system that will eventually replace employer-paid gratuity for non-Omani workers, with employers settling pre-existing rights into the system or directly. The launch date (expected around 2027) is not officially confirmed — treat exact dates with caution.
